    It’s the south – football is central to institutional identity and campus traditions. Note that Bolton refers up top to tradition and to “future Bulldogs.” Football has been particularly problematic for HBCUs because their enrollments tend to skew female, creating Title IX issues; nevertheless, most continue to field teams.
