Could it be that the aforementioned slugs show up precisely because they can get drunk on the seashore? Isn’t that why kids, who usually don’t commit random acts of violence, turn into slugs? Are FL cities in such trouble that they will tolerate abject violence in order to keep the lights on?
charlie: That’s just it. I doubt Panama City is deeply hurting financially. I don’t think they even need this.
And then you figure the cost of extra police, clean-up, and of course the loss of all the other people who might have been thinking about vacationing in Panama City, and can they really be making much of a profit?

Some profit immensely. Most lose.
