It’s clear he was treating the original study almost like a blank form to be filled in: you did a study of campus A, and I’m going to do a study of campus B, so all I need to do is change the name of the campus and replace your numbers with my numbers, and I’ll be done.
This is a frickin’ dissertation??? It wouldn’t matter if every word were original–this the kind of bureaucratic report that gets assigned to the junior assistant dean of doing nothing, not an original contribution to scholarship.

I just showed my mother the last research paper of a student plagiarist I ever graded. The highlighting ended up looking much the same as in Meehan’s.
That student…and the various student advocates who were rallying behind her to overturn her much-deserved F…claimed it wasn’t plagiarism either.
Maybe we’re wrong?
