I think that you are being unfair by giving all of the credit to Donna Shalala. Henry Stanford and Edward Foote laid sturdy foundations of sleaze during their tenures. Shalala is standing on the shoulders of giants.

Miami (the original home of “underwater basketweaving” IIRC) has always been scummy, going back at least 50 years. What’s interesting is that it became ever scummier even as it worked to upgrade the academic side.
