I think simply eliminating the last four words would be most appropriate.

The problem with this sentence is that it’s too timid:
“The scandal at Ohio State further fueled perceptions of a tail-wagging-the-dog culture at major universities, where administrators look the other way as long as the golden goose athletics program is reeling in wins and dollars, creating a bear of a problem when the lion’s share of the money is spent feathering the nests of ravenous wolves in sharkskin suits who lead the sheep to slaughter each Saturday afternoon.”
