Aren’t protocols supposed to be the strong suit of University administrators? MSU president had to go. Those young girls weren’t MSU students, and having chaperones present should have been a no-brainer.
Though it does seem like there were people at MSU who knew a lot more than Simon did about what was going on and were a lot more culpable. For example, the head of the MSU School of Osteopathic Medicine apparently allowed Nassar to continue seeing patients after complaints had been made.

Where were the chaperones during all those unnecessary gynecologic exams performed on the girls? Protocol, anybody?

the athletic director resigned as well, while similarly claiming ignorance/innocence.
